
Jeannie Jones-Ledford is the President and CEO of J3 Consulting, a firm she built from the ground up into a trusted partner delivering project management, information technology, and Cloud & AI solutions to federal and commercial clients.
A hands-on executive, Jeannie works closely with clients to develop transformational strategies while leading J3’s growth, diversification, and operational excellence. She is known for cultivating high-performing teams and instilling core values of integrity, diligence, reliability, compassion, and accountability.
Under her leadership, J3 has grown from zero revenue to a multi-million-dollar enterprise in a short time, earning recognition as a trusted industry partner. Guided by her motto, “Plan the Work…Work the Plan,” she champions innovation, forward thinking, and disciplined execution.
Committed to continuous learning, Jeannie attended Bennett College, holds certifications in Artificial Intelligence, and has participated in American University Industry Focus Groups on Change Management and Program Management. Her leadership has earned J3 the USDA Research, Education, and Economics (REE) Small Business of the Year award and multiple placements on the Inc. 5000 list of fastest-growing companies, most recently in 2025. She was also honored by her peers for Women in Leadership through Forum G2X’s Leading for IMPACT program.
Jeannie resides in Fairfax, Virginia with her husband, Derrick Ledford, and their Miniature Schnauzer, Harper. She is dedicated to advancing community impact through her continued support of charitable initiatives
Peter brings 30 years of experience to J3 and is highly recognized as a global Subject Matter Expert for Secure Cloud Services. Throughout his career, he has held senior-level roles at Unisys and IBM. In addition, he has used his expertise to transform U.S. Federal agencies, the global public sector, including Intelligence agencies and commercial clients, to modernized cloud service-based organizations. During his most recent role at Unisys, Cipriano played a significant part in building the Unisys Regulated Business strategy and leading the design of thier cloud strategy and design for AWS, Azure, and OCI.
Additionally, Peter will oversee J3's IT strategy for internal and external customers, which includes leading J3's AI/ML service line, Business and IT Performance Management and resale business. Recognizing the expansion of the Federal Government’s Cyber requirements due to recent security exploitations through AI, Peter will build on the stellar service and compliance capabilities of J3 to meet those immediate threats and new Zero Trust requirements. Adding to his impressive credentials, Peter is an established innovator with four patents and five publications in data center and cloud services, which he earned during his tenure at IBM.

With 20+ years leading federal growth initiatives—and five more in commercial consulting—Kristin is known for exceeding targets, streamlining operations, and building lasting partnerships. She has a proven track record of exceeding sales targets, optimizing operational efficiency, and fostering long-term industry partner and client relationships
As Director of Business Development, Kristin will spearhead strategic growth in federal markets, deepen agency relationships and expand our vendor ecosystem to drive client value.
Prior to joining J3, she worked at several small businesses focusing on delivery and business development at the United Stated Department of Agriculture (USDA), Department of Energy (DOE), Department of Homeland Security (DHS), and the Veterans Affairs (VA). Prior to this, she began her career with several large consulting firms including Deloitte Consulting, she supported the Program Executive Office for the Department of Navy’s Enterprise Information Systems, managing a nearly $2B portfolio of enterprise capabilities to include the 700,000-client global Network for the Navy and Marine Corps. Kristin was also employed with BearingPoint and Arthur Andersen where she provided consulting services.
Kristin earned her bachelor’s degree in business administration from Miami University in Oxford, Ohio and is a Project Management Professional (PMP) ® and a Lean Six Sigma Green Belt.

Sr. HR Manager Breona Russell is the first addition to our Human Capital team. Breona has HR experience in Federal Contracting, Education and State Government spaces. With 10+ years of management expertise, Breona’s passion of coaching and development inspired her pursuit of her MBA with an HR concentration. Her desire to assist firms by fostering the best talent and building strong organizational culture is what inspired her interest in J3.
Breona believes in J3’s mission to be the leading solution for government and commercial organizations and its vision to be a trusted success partner for all customers aligned. Building and implementing strong workplace policies along with employee professional development plans is Breona’s overall goal. This plan will support employees to deliver their best performance and results for our clients to increase productivity. Another important initiative for Breona is employee engagement, with a concentration on work-life balance, mental health advocacy and overall wellness. As she believes these programs help to reduce employee stress and define company values.
In Breona’s spare time she enjoys spending much needed time with family and friends, traveling and her new favorite hobby weightlifting!
